BRIEFS
DOVER - It's still not clear how the state will fund construction of the proposed U.S. Route 301 bypass near Middletown, but the Delaware Department of Transportation has sent federal officials its final environmental impact statement.
DelDOT said it wants to start construction on the $600 million highway by 2010 and open the road in about six years.
Project manager Mark Tudor said the agency has put together possible financing options and is looking at toll revenue bonds as financing.
The highway would run from the Maryland state line northeast to Route 1, near the Chesapeake and Delaware Canal.
