Congress won't reach a deal on HMO reform legislation this year. The House will OK a bill to boost liability for employer-sponsored plans and give more power to doctors. A Senate-passed proposal is more modest, and efforts by House-Senate negotiators for a compromise will fall short.

Congress will crack down on "cybersquatting"...usurping trademarks and corporate names on the Internet. Anyone using a well-known name in a Web site address to mislead consumers will be subject to civil suits and damages up to $100,000. Violators will have to give up site names.

Magazine sweepstakes will have to be toned down...make it clear participants don't have to buy products to get an equal shot at winning. Congress will OK new rules this year that carry a top...
