Bush's lion of a tax-cut plan will exit Congress like a lamb.

The odds of bold cuts were lengthened by Greenspan's coolness and his concern about the implications for long-term budget deficits. Bush's critics are delighted to have the Fed chairman on their side. (He also believes every tax cut should be paired with a spending cut.)

Only modest dividend tax relief is likely...$3000 or so a year.

Some tax-cut proposals remain in play...marriage penalty relief, advancing rate cuts and upping the child credit. If the economy stumbles, lawmakers will embrace them as a way to give consumer spending a lift.
