Expect more Bush victories in Congress next year...on energy and other issues important to business, maybe even tax cuts. Typically, a rise in partisanship in election years stalls progress and blocks action. But 2003 was one of the most partisan years ever, and Bush still achieved big wins on almost everything he wanted.
Before spring, Congress will give Bush a major energy bill.
A big highway bill will follow. Bush will trim a little pork and then claim political credit for new roads and construction jobs.
Good odds for tort reform legislation steering class actions
to federal courts more friendly to business. Plus a bankruptcy bill requiring more filers to pay back some or all of their debts.
