These milestones have focused voters' minds on security issues. They also put more pressure on Bush to offer signs of concrete progress in both the war on terror and the establishment of civil order in Iraq.

Will U.S. casualty rates in Iraq decline anytime soon? Sadly, no. The new Iraqi police, army and civil defense forces are hastily trained, corrupt and have frequently proved unwilling to fight their countrymen. Relying on them has cost the U.S. control of several key Iraqi towns where militants are establishing bases for mounting attacks elsewhere.
