Bush and Congress will bridge their differences on Iraq funding.

But it'll be a paper-thin structure that won't hold up for long. Odds are the two sides will compromise on legislation that sets benchmarks for progress by the Iraqi government but no troop withdrawal timetable. The alternative: Repeated short-term funding with no strings attached.

The harsh rhetoric won't end, and any agreement will disintegrate when FY 2008 Defense Dept. funding is set this summer. By then, both sides figure it will be clearer if additional troops are making a difference.
