Bush and Congress are on a collision course over Colombia. The White House is determined to submit the free trade agreement it signed with Bogotá when legislators return from their Easter break. Waiting much longer than that would risk the clock running out on the current session before both the House and Senate could vote on it.

The odds of Congress approving a Colombia deal are 50-50 at best. Most Democrats still aren't convinced Bogotá has made sufficient progress in protecting labor leaders, long targeted by right-wing paramilitaries. From a trade standpoint, there's little for protectionists to object to. With few restrictions, the U.S. is already wide open to Colombian goods.
