WHEELING - The executive director of the Regional Economic Development Partnership soon will launch a recruiting campaign to attract former residents back to the Northern Panhandle.

Don Rigby, a 20-year veteran in the economic development business, said he has partnered with college and university presidents, Ohio County Commission, the city of Wheeling and local school systems to collect contact information. Wheeling-based Direct Online Marketing has been commissioned to develop and operate a dedicated Web site that is set for a March launch.
