IRS may get larger role in writing tax laws.

Kiplinger Tax Letter, The, April, 1997

The IRS may get a larger role in writing tax laws in the future. IRS will if the co-chairman of the Restructuring Commission has his way. IRS isn't always consulted on the administrative aspects of tax changes... whether they are feasible and eventually can be spelled out on tax forms.

That would make IRS independent of Treasury on legislative issues. Indeed, the Commission is considering making IRS completely independent of both Treasury AND Congress...being managed by own board of directors.

Naturally, Treasury opposes that. And Congress won't give up its power to put IRS officials on the hot seat for assorted blunders.
