IRS finances are a mess, the General Accounting Office says. The congressional watchdog agency has pointed out a slew of problems with IRS' books, many of which are repeat items from last year's audit.
Taxpayers' accounts cannot be reconciled. Inaccurate balances have led IRS to try to collect taxes from folks who don't owe anything while issuing refunds to some filers who actually owed the Service money. In addition, IRS lacks adequate security controls over incoming checks. And it cannot adequately keep track of funds appropriated by Congress.
These problems will take years to solve, according to the GAO.
Still, IRS gets off scot-free...doesn't pay any fine or penalty.
That's not what will happen to taxpayers who keep poor...
