Employers can verify social security numbers online.

Kiplinger Tax Letter, The, October, 1999

Employers will be able to verify social security numbers online before sending out 1099 forms, under an IRS pilot program to start in '01. Firms will send IRS names and numbers via computer and get a fast response on whether they match up. For small requests, answer will be immediate. Big companies will send batch submissions and get a response in 24 hours.

But the program is limited. Disclosure laws prevent the Service from giving payers the correct number if the one they submitted is wrong. This means firms will have to contact payees to resolve discrepancies, unless Congress changes the law to let the IRS give out the right number.
