Another function IRS wants to outsource: Writing tax regulations. It is testing the idea of letting tax professionals write the first draft of rules, but only where IRS lacks the technical expertise. Outsiders have often met with IRS and Treasury to warn them of potential pitfalls as rules are being developed. But IRS wants to outsource some drafting so it can have time for other things...such as issuing more regulations.

Congress won't let this idea get too far. Top Senate taxwriters fear that lobbyists would draw up regulations overly favorable to them and that some loopholes would slip by the IRS and Treasury reviewers. Lawmakers won't give the inmates a chance to take over the penitentiary.
