Other states are going in for the kill, luring Calif. companies with promises of lower costs and a better business environment. Economic development officials are exploiting firms' dissatisfaction over the ever-climbing cost of doing business in California.

They're pointing out the state's shortcomings in hard times:

Workers' comp. Machine shop rates are triple the rates in Ariz.

Taxes. Wyo. and Nev. have no corporate or personal income tax.

Energy. A plastics firm's costs dropped by two-thirds in Texas.

Living costs. Southern states talk up lower housing prices.

Business climate. Jacksonville, Fla., touted amiable lawmakers and governor when it drew Fidelity National Financial from California.
