Outlook for gasoline, electricity, water.(ENERGY / WATER)

Don't look for much relief from high gasoline prices in Calif. There may be a lull in the winter as travel takes a breather, but prices will rebound next summer. Tensions in Nigeria, Iraq and Russia and growth in China are major reasons for the surge in world oil prices, but refinery shortages and unique Calif. fuel mixtures are local factors.

The electricity outlook is becoming a worry. If 2005 is very hot, the California Energy Commission figures there could be some blackouts. The state wants to get homeowners to install meters showing the costs of electricity each hour, encouraging them to use less air-conditioning. And PG&E may get state approval to expand its business e-Save programs by giving more companies rebates for reducing their energy consumption....
