Say goodbye to workers' comp rate cuts.

Employers' costs will rise in 2008 and probably in 2009 as new rules kick in and benefits for injured workers are increased.

But expenses won't go sky-high again, as they did in the price run-up of the 1990s.

Many insurers will hike their rates 5% on Jan. 1, reflecting the upswing after three years of declines following passage of workers' comp reforms in 2003 and 2004. Some are hedging their bets. They're worried about legal challenges to those reforms.

Newly signed bills favor employees over businesses trying to hold down costs.
