USDA hierarchy slowly taking shape. Officials to fill key slots have been designated, but none has authority until they are confirmed.

Good regional representation with Sec. Ann Veneman of California likely to be backed up by three Midwesterners, a Mississippian and Texan. Deputy, two designated under secretaries are farmers with big operations.

Deputy Sec. James Moseley of Indiana. Was an ass't sec. at USDA in early '90s. From '89-'90...served in Environmental Protection Agency as agricultural adviser. Farms 2800 acres, raises 50,000 hogs per year.

Under Sec. Eric Brost...food, nutrition and consumer services. Since '97, has been commissioner of Texas Department of Human Services.
