Utah's Senate passed a compromise bill to study how 19-hospital Intermountain Health Care, Salt Lake City, affects the state healthcare market. The bill, which at deadline was before the House rules committee, replaced earlier, more drastic versions, including a bill that would have taxed Intermountain's 450,000-member HMO and one that would have forced Intermountain to sell the insurance unit (Feb. 14, p. 12). Under the latest version, a new 15-member legislative task force would hire independent medical experts to study such issues as market penetration, tax-exempt status, charity care and operating practices of integrated healthcare systems.
