The 108th Congress will have ended by the time readers get this issue, though at press time the House and Senate were still due to return for a brief "lame duck" session in which they would address appropriations and perhaps come to an agreement on intelligence reform. The major sticking point was over how much budgetary authority to give the new intelligence chief.
Several laws were passed during this Congress covering important security issues, such as identity theft, bioterrorism defense, fraud, spam, and cargo security, but many more issues were left unresolved.
