DURING ACTE'S NATIONAL POLICY SEMINAR (NPS) IN MARCH, I was hurriedly walking through the halls of Congress on my way to our next event when I overheard a group of health care advocates discussing the tactics they would use during their next office visit. Spring is a busy time on Capitol Hill so it is not surprising to see visitors waiting outside crowded offices for their turn to meet with their Representative or staff.
