BACK-SEAT DRIVER: The Corps' word is not what it used to be. In what may be a first, the Environmental Protection Agency (EPA) has engaged an economist to review the Philadelphia District's cost-benefit analysis for the proposed deepening of the Chesapeake and Delaware Canal from 35 feet to 40 feet. EPA's decision stems from the number of questions raised by environmental groups and other stakeholders about the Corps' estimated $40 million plan to dredge 6.3 million cubic yards from the canal.
"There has been a fairly loud buzz about the economic justification. And some concerns have been raised about the BCR [benefit-cost ratio] of other Corps projects," Mike Burke, director of government relations for EPA's mid-Atlantic region, told TCR.
