Army Secretary, Conservation Groups Try to Make the Case for Corps Reform.

Secretary of the Army Louis Caldera may implement the reforms he announced in March to restore civilian control over the Corps before senior senators pressured the Pentagon to suspend them because they could politicize the agency.
Late last month, Caldera sent a letter to Senate Appropriations Chairman Ted Stevens (R-Alaska) and other senators outlining a legal justification for imposing the management reforms. In short, the memo stated that Army regulations do not clearly define the civil works responsibilities for which the Corps is required to report to the assistant secretary of the Army for civil works (ASA). For example, the Corps has claimed that it need only report to the ASA on policy matters, the memo said.
