LOW BOTTOM LINE = DON'T LOWER THE BOTTOM: It looks like the economist hired by the Environmental Protection Agency (EPA) to review the Corps' cost-benefit analysis for the proposed deepening of the Chesapeake and Delaware (C&D) Canal from 35 feet to 40 feet will not be needed after all. Earlier this week, the Philadelphia District decided to suspend economic and environmental evaluations for the project after concluding it is not economically justified.
