The newly passed Homeland Security Act of 2002 attaches wine, beer and distilled spirits revenue and regulatory functions of the ATF (Bureau of Alcohol, Tobacco and Firearms) to the newly named Tax and Trade Bureau in the Treasury Department. The ATF's responsibilities with firearms, explosives, arson and criminal enforcement areas are being transferred to the U.S.

Justice Department, a separation that industry groups (the Wine Institute, Beer Institute, DISCUS, etc.) view as a positive development.
