RTO West Phase II filing to proceed, despite concerns. (Washington D.C. Report).

"The risks associated with RTO West as currently envisioned are extremely high and the benefits to consumers are relatively low. Therefore, the Bonneville Power Administration (BPA) should not join Northwest investor-owned utilities in filing a "Phase Two" plan with the Federal Energy Regulatory Commission (FERC) on March 29."

That was the message delivered by a coalition of public power entities in one-on-one meetings with Members of Congress and at a hearing of the House Northwest Energy Caucus in mid-March. Other Northwest public power systems, however, endorsed the filing as a needed "next step." Despite the lack of unity among BPA's customers, the filing is expected to go forward at the end of March.
