Energy bill stalled as congress leaves to campaign.(Washington D.C. Report)

Unable to complete work on bills to fund the federal government in fiscal year 2003 or to reach agreement on "must have" legislation such as the Homeland Security bill, Congress called it quits in late October and recessed to allow members to return home to campaign. They are expected to return to Washington, D.C. on November 12 for a post-election "lame duck" session to consider pending appropriations bills and, possibly, conference reports that are ready for House and Senate votes.
