The Bonneville Power Administration (BPA) is facing a number of economic and political challenges that could have a significant impact on consumers and the economy in the Northwest. Those challenges include a "Safety Net" wholesale rate increase, a renewed attack by the Office of Management and Budget (OMB) on preference and cost-based rates, and a continued fight to win approval for increased borrowing authority.
