Although much of Northwest public power's focus during the debate over pending federal energy legislation has been trying to prevent undesirable changes in electricity policy, another title in the comprehensive bill would make very positive changes in law for NWPPA members and other regional utilities that own and operate dams licensed by the Federal Energy Regulatory Commission (FERC).

The licensing reforms, championed in the current bill and for many years by Sen. Larry Craig (R-Idaho), Rep. George Radanovich (R-Calif.) and others, give licensees important new "tools" to help keep relicensing costs down and protect the generating capacity of regional dams.
