Energy bill dead for 2003--revived in 2004?(Washington D.C. Report)

Just before adjourning for the year, Congress tried but failed to pass a comprehensive energy bill that included significant changes in federal electricity policy. Despite strong support from the White House and the Republican leadership in the House and Senate, the final version of the bill proved to be too controversial and too costly to win the 60 votes needed to end a bipartisan filibuster by the bill's opponents.

On November 18, the House easily passed the conference report on the energy bill, H.R. 6, the Energy Policy Act of 2003, by a vote of 246-180 after only one hour of debate.
