Utilities budget money to solve individual department technical needs. Each department does its best to evaluate current issues and selects the best software solution for their budget. Over time, departments end up with distributed, disconnected, special purpose software systems. Even with a viable information technology strategy, no single solution solves all the needs of a utility because every utility has unique needs, solutions are not purchased concurrently, and technologies continue to evolve at different paces.

Most utilities already have some software integration. For example, your data is probably passed from the meter reading system to the customer information system (CIS) for usage and payment calculations, then to a financial system for accounts...
