Neuberger told the Portland Izaak Walton League that "the quest for power and flood control must be concentrated in the 'fishless' reaches of the Columbia above Grand coulee for the present, while fish experts are working on problems of maintaining migratory salmon and steelhead runs on the Clearwater and Salmon Rivers."
