* 1910--After three years of construction, the first federal dam in the Northwest is completed. Minidoka Dam becomes the catalyst for the formation of five municipal utilities in Idaho: Burley, Delco, Heyburn, Rupert, and Minidoka.

* 1912--Commercial trolling for salmon in the ocean begins off the mouth of the Columbia.

* 1920--Congress passes the Federal Power Act, creating the Federal Power Commission (now the Federal Energy Regulatory Commission). The FPA also requires that public entities be given preference when breaking ties between competing equal applications for hydroelectric plants. A later act clarifies that preference applies only to initial licensing and not to relicensing.
