Funding starts flowing again; but program problems not solved.(E-rate)

Giving some school districts something to be thankful for, the E-rate program just before Thanksgiving issued its first funding commitment letters since August. While the Federal Communications Commission (FCC) is touting the move, some ed tech advocates are saying the program will continue to undergo delays unless Congress acts.
The Schools and Libraries Division (SLD) of the Universal Service Administrative Co. (USAC), which runs E-rate's daily operations, halted funding commitments when the FCC asked it to convert to government accounting practices, which must comply with the Ant-Deficiency Act. Under those practices, the SLD actually must have money in hand to cover commitments before it can make them.
