Caption: UNIVERSITY OF FLORIDA Levin College of Law students swept the 2002 Dean Frank E. Maloney Writing Contest sponsored by the Bar's Environmental and Land Use Law Section. Kevin Regan placed first with a paper on "Protecting Florida's Rare Plants From Extinction: The Need For A Comprehensive Approach." Second place was awarded to Miguel Collazo III, for "When Two Worlds Collide: Solving The Puzzle Of Interjurisdictional Land Use Conflicts." Amanda Bagni took third with "Water-Efficient Landscaping In Florida: The Role For Courts And Local Governments." The contest rewards and encourages student scholarship in environmental and land use law, and is named in honor of Dean Frank E.
