The European Commission's 2001 action plan 'eLearning, designing tomorrow's education' which forms part of the overall eEurope Action Plan, is intended to mobilise the education and cultural sectors, as well as Europe's economic and social players, into speeding up the rate at which education and training systems are being adapted to the knowledge-based society and the digital culture.
