The European Commission is pursuing its efforts to combat spam, viruses, spyware and cybercrime which are continuing to pollute information and communication technology networks in the EU. Justifying a new Communication it adopted on 31 May, outlining measures to improve the situation in this area, the EU executive points out that security currently represents only around 5-13% of expenditure on ICT.

LEGALITY OF ENISA CONFIRMED

The new paper gave the Commission the opportunity to emphasise its legitimacy in acting in the new technologies sector. The legality of the European Network and Information Security Agency (ENISA) was recently confirmed in a judgement handed down by the Court of Justice (case C-217/04) on 3 May.
