The European Commission has invited member states to increase their citizens' e-skills'. In close collaboration with professionals from the sector, notably Microsoft, Cisco, Hewlett Packard or Siemens, it proposed, on 7 September, guidelines to offset the risk of "severe e-skills shortages and mismatches in the coming years". According to company data, collected by the e-Skills Industry Leadership Board co-founded by Microsoft, more than one third of Europeans have no basic e-skills, even as demand for competence in this sector continues to rise. The number of students taking classes involving information and communication technology (ICT) is falling, says the industry. Another persistent problem is that only 20% of ICT users are women.
