AUDIOVISUAL POLICY : CONSULTATION LAUNCHED ON PAY TV AND ON-DEMAND SERVICES.

The professionals from the audiovisual sector and other stakeholders have until 4 April to respond to a consultation on services using conditional access systems, like pay TV (offering paid programming) or video on demand. The European Commission wants to begin a debate on cross-border supply, which is very limited despite Directive 98/84/EC on conditional access services.

Pay TV channels find no economic interest in crossing national borders. Now, the Commission says that it has received numerous demands from consumers interested in programmes coming from other member states. Unable to watch them legally, they subscribe under false addresses and use specialised technologies (such as the SlingBox).
