Faced with the growing problem of illegal downloading and its effects on the sales of CDs and DVDs and thus on artists' revenues, as well as on the development of legal content online, the EU's culture ministers have called for "concerted solutions" between the parties concerned (rights holders, internet service providers, public authorities).
