The reaction of regional leaders to the terrorist acts in the U.S. on 11 September was not unlike that of world leaders -- a mixture of horror and shock coupled with efforts to bolster security at home. Kemerovo Governor Aman Tuleev called the incident a "barbarous act of terrorism" that threatens "the entire civilized world," and suggested that Russia should call a session of the State Council to discuss measures aimed at preventing terrorist acts on Russian territory, Interfax reported.
