A-Sharq Al-Awsat newspaper quoted Director of the Dubai Civil Aviation Authority, Sheikh Ahmad bin Said al-Maktum, who is also President of the Emirates Airlines, who said in September 2003 that Dubai has become an international commercial, financial, and tourism center. He estimated that the number of passengers using the International Airport will reach 18 million by the end of 2003.

The UAE government has invested the huge sum of DH 15 million ($4 billion) in developing the airport; this work is expected to be completed by 2006.
