As we went to press, the European Parliament had just adopted (by 501 votes in favor, 5 against and with 14 abstentions) a legislative resolution on double hull tankers. It essentially endorses European Commission proposals that, more or less, bring the MARPOL phase out dates in line with the OPA '90 schedule while, in the meantime, banning the transportation of heavy fuel in single hull tankers. European Parliament members decided the legislation required no second reading and demanded that the new rules enter force by September 1 this year. Not too surprisingly, the European Commissioner with oversight over such things, Loyola de Palacio, warmly endorsed the European Parliament move.
