ONEBEACON INSURANCE GROUP has named Philip Sibilia senior vice president of claims of its insurance operations. Sibilia succeeds GARY BLACK, who retired at the end of 2006.

Sibilia joined OneBeacon in 1979 and has served in a variety of field and home office roles. He recently served as OneBeacon's technical claims officer for 11 years.
