Who would've thought Honolulu's once-troubled bus system could be #1?
Just about a year ago, Jim Cowen told Hawaii Business he planned to make TheBus the number one transit system in the country. The statement seemed bold--especially since Cowen had been president and general manager of Oahu Transit Services only 19 months, and since OTS had inherited a troubled operation from scandal-plagued MTL Inc. Cowen knew something his skeptics didn't. In July, the American Public Transit Association scrutinized 168 transportation systems across the country on ridership, expense control, maintenance, community and labor relations, innovation and productivity, and in the end named TheBus "America's Best Transit System."
