Bob Hiam takes over HMSA at a seminal time for the health insurance industry. Bob Hiam is a big man. The Montana native stands over six feet tall in regular shoes, and even taller in boots. As the recently anointed president and CEO of Hawaii Medical Service Association, Hiam, 48, has been tapped for a big job. With more than 760,000 subscribers, HMSA is by far the biggest health insurance organization in a state with a population of 1.1 million. More than 1,800 island physicians accept the HMSA card for their services. And the introduction of the state's Health QUEST plan, a pilot government health insurance program for low-income residents, boosted HMSA's membership rolls by a full 15 percent through the end of 1994.
