TILE RESEARCH AND SPECIAL Programs Administration (RSPA), a Department of Transportation agency that regulates pipeline employees, says the random positive rate for covered employees in 2000 was 0.6 percent. Because that rate was below 1.0 percent, the agency has set a minimum annual percentage rate for random drug testing of 25 percent of covered employees for this calendar year.

If that positive rate were to reach 1.0 percent, the minimum annual percentage rate for random testing would increase to 50 percent. For more information, contact: L.M Furrow of RSPA at (202) 366-4559.
