Houston's Air Quality Plan Discussed At GCTA.

Guest speaker Harless Benthul addressed the Gulf Coast Trenchless Association at their bimonthly luncheon meeting on April 11, at Houston's HESS building, to discuss Houston's air quality plan and the impact on southeast Texas' underground construction industry. Benthul, a partner in the law finn Benthul and Kean, specializes in environmental law. He has been in private practice for seven years, and served on the U.S. Environmental Protection Agency (EPA) for 22 years. Benthul currently resides on the council for the Houston Construction Industry Coalition.
In January, the United States Supreme Court unanimously upheld tougher clean air standards adopted by the Clinton administration in 1997. The case dealt with the new standards for two pollutants:...
