EPA Planning Tougher Requirements For Heavy Construction.

Companies who do underground construction will probably have to take additional soil and sediment control measures as a result of the effluent standards the EPA is working on. The agency held two national meetings in late July to give interested construction associations a look at some of the technology controls the agency is considering. Those controls would go into effect no earlier than 2004.
The EPA has a regulatory timetable to meet because of a consent decree the agency signed with the Natural Resources Defense Council, an environmental group.
The EPA plans to publish a proposed rule later this fall, or in the early winter, according to Eric Strassler, an official in the agency's engineering and analysis division.
