New congressional control, new, priorities to impact underground industry.

Mostly because of upcoming rules from regulatory agencies, 2007 will be an unusually significant year in Washington for the underground construction industry. Most people would think that since the Democrats are taking control of Congress, the Senate and House might unleash a flood of labor- and environmental-backed legislation which will swamp the construction industry.
There will be some light rain from Capitol Hill, such as early passage of an increase in the minimum wage, which may be pretty inconsequential given most construction companies pay well over the new minimum wage anyway.
