Telefonica Moviles Panama has selected Nokia to build a nationwide GSM and GPRS network. This network would allow the operator to provide mobile data and voice services. Nokia has also been given the additional responsibility of implementing an adaptive multirate (AMR) service. This AMR service is a voice compression technology that enhances network efficiency.

Nokia would also provide project implementation services, project management, maintenance services, and training.
