Not even a sudden, chill cloudburst could dampen the triumphant praise for ESHB 1933 at Everett's Pier 1 on May 15. Surrounded by Everett's proud civic leadership, Governor Gary Locke signed into law the shorelines bill known as "The Everett Fix" which, the governor's office announced, "will help Everett continue its plans for a dock near Mukilteo that could be used by the Boeing Company."
Port of Everett Commissioner Don Hopkins also noted, in his introduction of Governor Locke, how necessary local officials believed the bill was needed to permit the development of the rail-barge transfer facility that would "add needed flexibility to the Boeing Everett Plant."
